With boundless enthusiasm and socially-minded ambition, Ms. Cotter is an avid advocate for parks and green space intended to solve today’s most pressing challenges. Rapid urbanization, social unrest, an on-going public health crisis and the warming climate necessitate a multi-benefit approach to civic, park and green space planning and design. To realize these benefits and build a better future, Rachel has dedicated her 20-year career to the field of parks and recreation, encouraging collaboration and innovation between allied professionals, elected officials, non-profits, agency staff and diverse communities. Rachel is committed to helping park and recreation agencies across North Carolina and the Southeast realize their full potential and overcome challenges. In her free time, Ms. Cotter enjoys spending time (in parks) with her daughter Riley Jane and husband William, international travel, and enjoying friends and family.
