Willis Winters is the Director Emeritus of the Dallas Park and Recreation Department, following a 27-year career and his retirement in 2019. His accomplishments for the department include administering over $1 billion in capital improvements for the entire park system through public/private partnerships, national accreditation through CAPRA, implementation of a Park Land Dedication Ordinance, implementation of a private management contract for Fair Park with a non-profit partner, a complete reinvestment in the city’s aquatic facilities, and the creation of seven new parks in downtown Dallas, including Klyde Warren Park.
Winters is a former Fellow of the American Academy for Park and Recreation Administration and a Fellow in the American Institute of Architects. He is the Past-President of the Southwest Park and Recreation Training Institute and the President-Elect of Preservation Texas.
He is an architect, historian, public speaker and writer living in Mineral Wells, Texas, where he has established a design and planning practice focused on historic preservation and park planning and operations.
