Mr. Cobb has been Mayor of Hobbs since 2012. During his tenure approximately $150,000,000 in quality of life improvements has been accomplished in Hobbs by partnering with several public and private entities. Two of the projects that has received national and international attention and awards was the design and construction of Rockwind Community Links, an 18 hole Championship golf Course and an accompanying 9 hole Par 3 golf course.

The other project to receive national and international attention and awards is the Center of Recreational Excellence, the CORE. This facility is approximately 158,000 square feet. It has as a 48 foot tall children's play structure and a 25 meter by 25 yard competition swimming pool with one and three meter diving boards and seating for 250 visitors/fans, an indoor water park with two forty foot tall water slides, a lazy river and many other amenities designed for children and adults. A recreation area that provides for four basketball courts that can be converted at the touch of switch to volley ball courts and/or indoor tennis or pickle ball courts and an indoor soccer field that meets the requirements for indoor soccer competition for children and adults.

All of the projects have been paid for with cash without any tax burden for the capital cost to the local taxpayers.
