Description:
If there is anything that we collectively have learned post-pandemic, it is that parks and public spaces are essential infrastructure, but they rarely are funded that way. Despite the unprecedented increase in broad support for parks we are enjoying today, many communities continue to struggle to fund basic operations and maintenance. It’s time to think inside of the box, the ballot box! As this session will show, ballot-based funding mechanisms — such as bonds — that specifically are dedicated to parks and conservation are highly successful, regardless of the political or economic climate. Together, we will explore the different types of ballot-measure funding mechanisms communities may have access to, dive into data-backed and time-tested strategies which contribute to a successful ballot-measure campaign, and highlight different approaches to implementing the funding program if — or, more likely, when — the measure is successful.
Learning Objectives:
1. After attending this session, attendees should be able to recall and distinguish the differences between different types of ballot-based funding mechanisms, including bonds, ad valorem taxes and dedicated sales taxes.
2. After attending this session, attendees should be able to describe which principles and strategies increase the potential success of parks-specific ballot measures and how they can be applied within their community context.
3. After attending this session, attendees should be able to describe at least three different types of program delivery and implementation methods and understand the pros and cons of each.
