Description:
A follow-up to the much-loved “Bond, Parks Bond…,” this session will focus on what happens after your community successfully passes a ballot-based funding measure for parks. You’ve got the resources, but now you need to implement (successfully)! We will begin by briefly recapping the various ballot-based funding mechanisms and processes available to local governments and then dive more deeply into how you go about implementing the proposed program. In this portion of the session, we will utilize multiple case studies to explore topics like project planning and design, procurement, project delivery methods, and transparency/oversight.
Learning Objectives:
1. After attending this session, attendees should be able to recall and distinguish the differences between different types of ballot-based funding mechanisms, including bonds, ad valorem taxes and dedicated sales taxes.
2. After attending this session, attendees should be able to list and understand various attributes of the core phases of implementation for capital projects/campaigns.
3. After attending this session, attendees should be able to describe at least three different types of program delivery/implementation methods and understand the pros and cons of each.
